Kal-El is running from the Kandor security forces because they (and he) believe that he has murdered an entire family. He has aligned himself with the rebel group of aliens and they’re on the run. They take him to one of the holding areas for non-Kryptons on Kandor and it’s like a slum. He asks the rebels to come with him to Earth, they don’t believe him until they see the portal open back to the Fortress.
